### 境外燃油供应商库续建工作启动，本轮供应商库入库有效期自####年#月#日至####年#月##日。
现向全球公开寻源， ### 如下：
一、建库方式
本轮境外燃油供应商库按照“#个核心港口库+#个主要港口库+#个综合库” ### 续建，适当控制规模，以专家评审方式为主实现供应商入库。“核心港口+主要港口+综合”分布如下：
（#）核心港口（#个）：新加坡
（#）主要港口（#个）： ARA（安特卫普、鹿特丹、阿姆斯特丹三港合一）、香港、巴生、纽约、比雷埃夫斯、富加拉
（#）除以上#个港口外，其他境外港口及区域统建#个综合库。
二、寻源方式
拟从以下三方面确定境外燃油意向供应商名单：
（#） ### 境外燃油库内合格供应商；
（#） ### 根据业务需要， ### 竞争力的燃油供应商；
（#）供应商自荐。
三、入库文件要求
意向供应商须在####年#月##日北京时间##:##前提交如下文件（格式见附件），过期视作无效文件。
#、供应商信息登记表；
#、供应商反商业贿赂承诺书；
#、 ### 会准则符合性自审问卷；
#、制裁合规方面的承诺书；
#、####-####年经审计的财务报告（（如果####年报告未出，提供####年、####和####年三年的报告）；
#、供应商推介资料填报表。

Announcement on theRenewal of China COSCO Shipping ’sOverseas FuelSupplier List (####-####)
To whom It May Concern:
China COSCO Shipping ’s OverseasFuel Supplier List (####-####)
The renewal process has now commenced and thevalidity period of this round of supplier list is from April #, #### to March##, ####. The application process is now open to all suppliers around the world.
The specific details of the renewal process arenow announced as follows:
#. Supplier List Renewal Method
This round of overseas fuel Supplier List will berebuilt according to the principle of "# core port list + # major portindividual list + # comprehensive list", with the number of entrees appropriatelycontrolled. The potential supplier entry into the list(s) will be reviewed and decidedby an expert panel.
The breakdown of "core port list + majorports list + comprehensive list" is as follows:
(#) # Core port list - Singapore
(#) # Major ports list - ARA (Antwerp, Rotterdam,Amsterdam three ports in one), Hong Kong, Port Klang, New York, Piraeus and Fujairah
(#) In addition to the above # ports, other portsand regions (except Mainland China) will be grouped into a comprehensive list.
#. Sourcing of potential Suppliers
It is planned to determine the list of potentialoverseas fuel suppliers based on the following three aspects:
(#) Qualified suppliers in the former China COSCOShipping’s overseas fuel supplier list;
(#) Market-competitive fuel suppliers recommendedby China COSCO Shipping‘s’ companies and centralised purchasing companies
(#) Self recommendation by Suppliers
#. Application Requirements
Potential suppliers must submit the followingdocuments before ##:## Beijing time on February ##, ####. Documentssubmitted after the deadline will be deemed invalid.
#. Supplier information registration form;
#. Supplier’s anti-commercial bribery commitmentletter;
#. Supplier social code compliance self-assessmentquestionnaire;
#. Letter of commitment on sanctions compliance;
#. Audited financial report for ####-#### (If theaudited #### report is not available, please provide the audited reports for####, #### and ####);
#. Supplier recommendation information form
